A and B are the two inputs (TLL) you want to XOR together.  The output at C is the inverted XOR of A and B.  This circuit relies on the current sinking ability of the TLL gates A and B are connected to.  Many other devices have a similar current sinking ability such as the NE555 timer chip and most comparator chips for example, giving the circuit wide application.  However the input volt to A and B should be limited to 5 volts or less (due to the low base emitter breakdown voltage of BJT's).
